Also udev git now installs by default in /usr/bin and kmod installs
by default in /usr/bin.

Udev has now also been changed so that it doesn't care if rules fail to
run if/usr is not mounted. It doesn't keep track of this type of failure
and doesn't give us a way to re-run these rules.

That is just the beginning; I'm sure more packages will be changed to
follow this setup.
