You could have USE flags for the virtual, so that some package could depend on virtual/icon-theme[foo-icons], while the virtual depends on foo-icons? ( || ( list of packages known to contain foo-icons ) )
Of course, this makes sense only if it is known or easy to find out which icon-themes contain which icons.
