There are a couple of bugs against repoman that request repoman detect
and do things for the developer.  The two cases are:

repoman does not auto-commit new license files[1]
repoman should cvs add files/ if it isn't already[2]

I personally am against both of these, mostly due to their automational
nature.  In both cases repoman should report that they aren't in cvs, so
that it can generate a warning ( it does this currently for files/ but
no so for licenses ).

Part of me does not want repoman to do automated tasks for developers,
and part of me wants a set of *well written* tools to aid developers in
their tasks.  I mean when one commits say, all of kde, you don't want to
sit there and type in all that crap, you'd rather script it.  However, I
don't see it as repoman's job to do that for you.  I would like others
opinions on this though.
