The combination of those two would do a lot to deter automated spamming, although a determined person could still do damage if they're sitting in front of the computer. Some wiki's also support ACLs, which could help in this respect. For example, xorg.freedesktop.org has some pages that are "immutable" and can only be edited by a few people.
