Thanks Franklin for the details. This is just my opinion but there does not appear to be a community behind this project. The Apache Incubator is about taking a project with an active community and bringing it through the process for that project to become an Apache Top Level Project. Apache Podlings and Projects are self managing and require multiple project members to ensure proper governance.
I don't think your project meets the requirements yet. If you could try to get some extra people involved and get them committing and reviewing PRs in your GitHub projects, then maybe you could come back in a few months and apply again. Other Incubator PMC members might have different opinions to me. May I suggest that you could look at the Commonhaus Foundation?
