If you need to keep the source codes private as much as possible, then it is after the IPMC vote about accepting the project as a new incubator project, and your company SGA and contributors' ICLA filed by ASF. My concerns are, 1. If there is no community already if there any proof that any of your team has some open-source experiences, knowing how to build the community. This is an important sign for a healthy project. 2. Do you have enough mentors(usually at least 3) from IPMC? You will need their helps.
