If I was on the Board I don't think I would accept making releases "with serious issues in them" as mentioned there. Maybe I missed the discussion - what I would find acceptable is making releases with minor issues, which are documented as such. For example requiring an http://issues.apache.org/jira/browse/INCUBATOR ticket for such releases and pointing to a search of the "problematic-release" label there from the DISCLAIMER so that people can find out what's wrong with a specific release, if anything. But IMHO that can only work for minor issues, not "serious" ones.
