Sorry, that is not quite consistent with my understanding.

When Dubbo was under incubating, the Dubbo community had conducted a
IP clearance for Dubbox documentation[1]. However, suggestions were
given that the process is not needed for an incubating project.

So if my understanding is correct, IP clearance process is only
necessary for TLP?
