During incubation you mean? Worst case the project slowly dies and does not graduate, podlings dying is not uncommon here, we know how to handle that if needed. The Apache model is meant to allow diverse communities to grow, in this case my understanding is that some of the NetBeans community is waiting for the clearer governance model that we'll provide to ramp up their contributions, lessening the dependency on Oracle. Whether that happens or not is outside of the ASF's control, but we do have mechanisms to handle projects growing, shrinking and dying, so I don't think it's important to discuss these scenarios in detail now.
