During incubation you mean? Worst case the project slowly dies and
does not graduate, podlings dying is not uncommon here, we know how to
handle that if needed.

The Apache model is meant to allow diverse communities to grow, in
this case my understanding is that some of the NetBeans community is
waiting for the clearer governance model that we'll provide to ramp up
their contributions, lessening the dependency on Oracle.

Whether that happens or not is outside of the ASF's control, but we do
have mechanisms to handle projects growing, shrinking and dying, so I
don't think it's important to discuss these scenarios in detail now.

The question is whether we think NetBeans has the *potential* to
strive here, and given the size of its community and its long
successful history I'm quite convinced that it does.

If people are "missing" from the initial committers list it's very
easy to vote them in once incubation starts, and that's a very good
exercise for the podling anyway.

As the proposal mentions, an important part of that is clarifying what
is core and what is not. And then as Mark says, maybe farming out some
sub-projects to other places a la Apache Extras [1].
