    People come and go, so to be realistic I'd say you need at least five
    active PMC members at graduation time, so as to get three votes when
    needed, with some "spares". Mentors staying on board can of course
    count in those five.

The Incubator decided to started graduating "small" podlings more aggressively
around that time.

I'll abstain from the vote on Celix as I usually do on votes for podlings I
haven't been involved with, but I think the concerns expressed by Bertrand and
others are important to consider.
