The difference seems to be the quorum requirement of 3 +1 votes in the case of "consensus" but not in "unanimous consensus". They use "unanimous consensus" in that document only for removals. Removals at Apache are instead typically consensus-but-one (the person being removed) although some projects specify a 2/3 or 3/4 super-majority instead. Another discrepancy with standard Apache policy and that document is that they don't require 3 +1 votes for a release.
