This sounds a lot like Rundeck. Although Rundesk is centered on running workflows (sequences of commands) on many target servers for remote administration/automation, it could just as easily all run on one server. It supports "jobs" (instances of commands based on a variety of trigger conditions) and "workflows" (compositions of commands and jobs).

If you could give a couple of examples of things you envisage Tashlin being good at that would not work with Rundeck that would be very helpful for me to understand the sweet spots better.
