It's arguable that one or two of my PMC memberships fall under this provision. I'd merely adjust that the word 'vibrant' means nothing specific to me, it's not a criteria I've ever thought about, and my willingness to become the long-term mentor of these folks outside the incubator is, in my mind, mostly a matter of compensating for small numbers and lack of ASF prior experience.
