In practice what happens is mentors stop caring. Their time is not taken up
because they are not mentoring the projects. Unfortunately this serves no
purpose. Mentors who feel their time is not well used (or is unavailable
on a podling should actively step down. If they did then my simple three
step decision making process for retirement comes into play (i.e. they
reach stage 3 which was where insufficient mentor support is available).
