Google Summer of Code is an excellent opportunity to attract fresh blood to your project and it is a good practice for a podling to participate. GSoC students are potential committers, there will be a splash of discussion on your @dev list, the podling will be promoted, etc. - actually all techniques that Ross mentioned apply to GSoC.
