I'll point out that all of the Directors attempt to review every
report sent to the Board, and note this with their "pre-approval" of
that report. They may add some comments/questions, too. Sometimes
Directors will run out of time and not get to some/all of the
pre-approvals. The overall goal is to get a majority of the Directors
(at least 5 of 9) to pre-approve the report. That dramatically speeds
up the Board meeting since we do not have to stop and review the
report at the meeting -- it's already been done by a majority. As a
comparison point: our meeting yesterday lasted about 40 minutes, and
we covered 57 reports; before I introduced the pre-approvals to our
process, the Board meetings sometimes took over TWO HOURS, and we
covered maybe a dozen reports.

My basic point here is to not worry too much about some IPMC people
not performing reviews, as long as you have ample numbers in the first
place. I realize that you don't have nine dedicated Directors :-P, but
hopefully in time, you'll build a good set of people interested in
performing overall reviews.

(and just thought: you could actually get some of those reviews from
Directors who are IPMC members; they're gonna read it eventually, so
why not a bit early and provide a review?)

Commentary may be a bit tricky. For the Board, we place the feedback
directly into the agenda (which gets stripped for the final minutes).
Not sure what you'd like to do here.

For the Board, the shepherds are the ones assigned to *definitely*
perform a pre-read of the report, and they are also the ones to deal
with any feedback within the agenda, or to carry things back to the
PMC from the Board meeting.
