Agreed.

As one attempt to fix this, or at least make the scope of the issue
easier to track, I replaced the "Signed off by mentor:" lines with
more generic "Signed-off-by:" lines. It would be helpful if anyone
from the IPMC, ideally at least mentors and shepherds, who reviews a
podling report adds such a sign-off note. I won't submit the full
Incubator report until all podling reports have been reviewed at least
by one person.

Earlier when we discussed the mentor sign-off entries there was some
pushback about process for process' sake, so I'd rather still keep the
sign-off as a voluntary step.

On a related note, I guess I should pick up again my earlier effort to
track down inactive mentors and update our records to better reflect
reality. There still are a number of podlings without adequate mentor
support, and I think that's also showing up in low sign-off counts.

We've had a couple of other cases of also other shepherd's missing
their reviews. I've tried to cover up the best I can by reviewing and
at least classifying all reports on which no shepherd feedback is
seen, but it would be easier to do that if we had  advance warning of
when a shepherd won't have time for the review. (Thanks, BTW, to
Benson for giving such a warning in July!) Alternatively we could set
a deadline for shepherd reviews to Monday or Tuesday, which would give
me a day or two to pick up where needed.
