Benson, I dint have time for a full response. However, I have a couple podlings that are in a similar position to Isis. That is, reasonably healthy, but small community.
The ASF is about communities, if there is no community there is no TLP. Without having a concrete proposal from you regardunf your special case we can't comment on your suggestion. For my podlings I'll take responsibility for discussing with the committers and other mentors and representing them here in the IPMC. I will ensure those that have a chance of becoming TLPs stay here. As a result I don't think any of them are threatened by this exercise and thus I don't see any urgent need for policy change.
