Because sub-projects in Apache Foo can make independent releases using
the Apache brand. Incubator podlings do not.
Not without approval by that top level PMC, same as Incubator.
Generally there are at least three PMC members in a subproject.
Same as we encourage Incubator podlings to keep three mentors
who are IPMC members.
