I think you may be missing a nuance in the suggestion below.

The chair of a PMC is a VP of the foundation. It is not a role of
power rather responsibility within the project (although admittedly
the title can be important outside the ASF - that's the reward for
some people).

The suggestion below is that at some point during incubation the
podling should elect their own champion who will take on the
responsibilities of the champion. In actuality those responsibilities
as defined in this thread are almost identical to the role of a PMC
chair (they have responsibilities to the board rather than the
incubator IPMC).

The suggestion below that the PPMC member elected as champion be the
eventual VP is just a suggestion that the PPMC elected champion will
be the PMC chair when the podling graduates.

Personally I think this is very sensible.
