FWIW, IMO it's Sam's call as he is the sponsor.  Jim
is just trying to avoid a situation where people who
aren't signed up for the project start placing conditions
on it.   To my knowledge you haven't done that, and
as you remarked you got permission to make your edits
from the sponsor.
