And if you proposed another community of committers who believed they had a better direction to take httpd that was not being accommodated by the httpd PMC, I would personally vote +1 for incubation. This is all tautological, the Incubator has supported forks, and will support forks given some legitimate direction. The direction of this fork is an AL codebase offered by Oracle which IBM employees and all other interested committers can support.
