I think he's confusing getting commit karma on a project and getting an Apache 
account that would allow commit to a sandbox or similar.  For some projects, 
we had the students submit a ICLA and we had accounts created that gave them a 
walled off sandbox to commit their work into rather than have them creating 
forks or something off at GitHub or similar.   They don't have project commit 
karma to commit to trunk or branches or anything, just a very walled off 
sandbox.
