I think he's confusing getting commit karma on a project and getting an Apache account that would allow commit to a sandbox or similar. For some projects, we had the students submit a ICLA and we had accounts created that gave them a walled off sandbox to commit their work into rather than have them creating forks or something off at GitHub or similar.
