But going from 4 committer to 3 during incubation, and not voting in
new committers hasn't been ok. Having just 3 PMC members will stifle
the project: when one PMC member is on vacation (I do think that that
will happen) the project won't be able to issue a release, or when a
PMC member goes AWOL, you won't be able to vote in new committers and
PMC members.

This is part of being in the incubator and showing that the project
understands the Apache Way (whatever that is): voting in new members
based on merit is how Apache has grown, and how we create sustainable
and open, meritocratic communities. Failing to show that a project
knows how to do this doesn't show maturity.

Having an experienced Member on board for helping out ironing stuff
like the post-graduation tasks, helping out with community issues
(should those arise) or any other things that haven't been touched
upon during incubation is essential. You don't have to actively engage
in the community, just be subscribed to the private@ list, and make
sure the project stands on itself.

With Wicket we were very happy to have a couple of Members subscribed
to the private@ list, and answer questions or stepping in with issues
when those arose.
