a question
* what are the .dot files (contained in docs_?

a suggestion:
* the headers files in include are (mostly) marked 'All Rights
Reserved' but AIUI they are open source licensed.  perhaps it might be
useful to find some way of making this a little clearer (perhaps by
adding a few words to the ICU section in LICENSE).
