Well, more than a few people DID argue against having any Incubator releases
at all, but we agreed that so long as there was proper notice and
disclaimers, that there was a net benefit to allowing people to chose to use
an Incubator release, since it would help to build the developer community,
and thus make it easier for the project to eventually graduate. So we are
not trying to prevent Incubator releases, we are trying to enforce that no
one uses them without making a deliberate decision to do so.

So what? We are not putting an arbitrary restriction on the code. We are
putting a restriction on how an Incubator project may distribute its
artifacts. Nothing we did, for example, had, or was intended to have, any
effect on Sun's ability to use Roller in production during Incubation.
