Who would be willing to publish a translation claiming that it is authoritative, and thereby expose him- or herself to legal liability towards people that rely on this translation instead of the original?
Ah, gotcha. Yup, you're right.
Maybe one could collect some donations and then hire a lawyer to create a professional translation, either authoritative or with all the necessary disclaimers in place.
That might be useful from ASF's point of view. There are precedents, e.g. with Creative Commons. And copyright legislation is relatively harmonized across countries anyway (thanks to the Berne convention, and the ceaseless lobbying of the copyright management associations).
