Perhaps the Incubator should introduce a "Release Simulation Procedure" which 
EMULATES the real thing, a dry run, "run --verbose --no-output"...

IMHO, this would solve two issues in one go;

 1. The podling MUST show the ability to cut a Apache compliant release.
 
 2. ASF don't really want to make releases from the Incubator.
