You are right -- which is why I have this problem.  Since this release is a
port of Java Lucene 2.0, it is still based on version 2.0's old header.

IMNAL, but how critical is this?  Isn't the LICENSE.txt file enough?  I can
write a script to change the current old header to the new header, but I
rather spend this time working on 2.1 port (and figuring out how to create a
PGP for this release.)

The catch is that you're using an old version of Java Lucene, before the new
headers were required.  All of the license headers have since been changed
in lucene-java.

Perhaps use a script to change them all after you do the Java->C#
conversion.
