Break, folks.

There is a REALLY basic principal from parliamentary procedure that exists
for a very good reason, to avoid long pointless debate without decisions...

The principal is this;  there is NO discussion without a motion on the floor,
period.  Ever.

Why?  Because discussion that isn't about the business in front of the
body is just blowing wind.  It forces the member to stop and define
exactly what they want to accomplish, and propose it.  Then the body
deliberates, and reshapes the motion, and it comes out as something
that the majority can agree to, or it's shot down entirely.

Getting back to geeks, we all love the axiom "Don't ask to ask, just ask"
about irc and mailing list dev channels.  It's the same concept.

So please, put your proposal on the floor.  It's subject to an immediate
vote to adopt for incubation.  Put your request for committers / releases /
graduation on the floor.  Let's get them fixed or get them done.

You may get +1 votes (you may get enough of them).  You may get -1 votes,
requiring you to amend your retract your motion, or see it through to the
bitter end of voting.  And you will probably get no-vote feedback that you
can amend your motion in response to, or ignore altogether.  It's up to you,
you made the motion.

Most of this traffic in the past few weeks has been  (in parliamentary terms)
"out of order".  Let's get back to work.  Nike and Royal Bank of Scotland have
ad campaigns that say essentially this, "Just Do It" or "Make It Happen" :)
