Of course not. They are there to provide guidance *AND* the necessary
official PMC oversight (AND VOTES) required for ASF decisions.

Which is why we need to make sure that the first order of business is
getting the community players onto the PPMC, and providing community input.
Now, if you want to amend the plan to do that as part of the project vote,
fine. Hopefully, we can at least identify those people, and from them the
rest.

That's the problem. We don't have a community there. We have a
free-for-all sign up process --- in at least some places, you'll even find
someone documenting a period of time within which any ASF Committer can
signup for any podling and automatically be granted Committer status --- and
I've taken numerous complaints from all sides about the free-for-all,
regardless of the origin of the people signing up (or being signed up, in
the case of some employers stuffing their employees onto an attractive
project). But, once again, we're talking about nothing more than a
bootstrap process to get exactly where you want to be.
To be blunt, a major goal of this bootstrap is to help manage the Initial
Committer List FOR THE BENEFIT OF THE INCOMING COMMUNITY.
