Yes, they must have it to enable oversight, but they do not have to use it.
One can exercise restraint and earn one's merit, unless abnormal
circumstances demand action from an oversight role.

There is an interesting relationship between earned (contrasted with
unearned) ability and restraint.  Consider that I can, as a purely technical
matter, modify any file anywhere in the ASF, in source control or otherwise.
If there was the slightest chance that I would actually (ab)use that
ability, I would not have it.  Nor would I ever do so.  At the least, the
repercussions would be disastrous.

Likewise, I would expect any Incubator PMC member to demonstrate
self-restraint, and to behave in accordance with the project's practices.
