Yes, they must have it to enable oversight, but they do not have to use it. One can exercise restraint and earn one's merit, unless abnormal circumstances demand action from an oversight role.

+1 a mechanism exists to remove any mentor unable to demonstrate the required qualities: the incubator PMC determines the mentors. any mentor can be added or removed by a PMC VOTE. - robert
