Your proposal looks fine to me. One minor comment though: the Incubator PMC should be the Sponsor, not the Board. After the Incubator PMC eventually approves this project for graduation, the Board would approve this project as a TLP. But, I see no reason why the Board needs to be involved at this point - the Incubator PMC is satisfactory for now.
