Right, I did created "/www/incubator.apache.org/lucene.net" manually -- I
didn't know the process back then.

So unlike the other files that I just fixed up, this one doesn't have an
XML/template?  If so, then I will just add it to my "site" SVN and then "svn
up" it.

http://incubator.apache.org/lucene.net/ appears to have been installed by
yourself and not from svn:

The normal way to do this is to have these files be stored somewhere in
subversion, e.g., in
https://svn.apache.org/repos/asf/incubator/lucene.net/site/, then use 'svn
up' to update the site after you've committed a new version.
