You ask for it, or people ask you.

* If you're an ASF member and you
step up to mentor a new project, Noel (VP) tells you this means you
should subscribe to the incubator PMC mailing list and sends the
board an email to ACK the addition.

* If you're an ASF member and you're
not mentoring a project, you send e-mail to the PMC mailing list and
then  Noel sends the board mostly the same e-mail (this near-automatic
acceptance of ASF members onto the incubator PMC is a new thing, I
think it was a change somewhere post-apachecon).

* If you're not an ASF
member, I suspect it has in general been based on invitation only
(which involves the Incubator PMC voting, probably in private, like
what happens on so many other projects).

When the incubator started, it was ran more like most other ASF
projects (and ASF membership wasn't especially considered at all for
incubator PMC membership; I think I became an incubator PMC member
before I became an ASF member). It seems lately the ASF membership
has found it more and more important to ensure that the incubator has
a sizeable representation of ASF members, but I haven't really
followed those discussions closely at all.
