That's not -quite- accurate.  ASF Foundation members can read and chime
in on any PMC, as most internal correspondence is open to the membership.

It's interesting that non-ASF corporate members can be brought into the Incubator PMC. The outcome of this is that they virtually have the same rights as an ASF corporate member with regards to incubating projects. They can add themselves as mentors and, as a result, automatically become members of that project's PMC.

Well, this is mostly an 'artifact' from when the Incubator PMC was viewed
as a 'typical' PMC in terms of it's role in the foundation.  After alot of
discussion and reflection, the Incubator PMC turns out to be a microcosm
of members in it's responsibilities of managing the foundation, unlike
managing a 'project'.

Where is the 'merit' in Incubator 'meritocracy'?  Primarily, this is the
actual membership itself; if you are managing the foundation as a 'member',
elected on merit, you have demonstrated the traits sought by the foundation
that make you an ideal Incubator PMC member, helping instill the foundation's
values in new projects.

I'm not complaining, just making an observation which may be incorrect.

No, your point was dead on.  Which is why I expect very few if any new
Incubator PMC members to be brought in.  NOT that individuals don't have
merit, but once they are being considered on merit for the Incubator PMC,
the question becomes, why aren't they yet considered for membership in
the foundation?
