The solution is for the communities to talk with each other, and to decide
to act in concert. Communities are made of people, people interact and make
decisions. I am all for encouraging projects to collaborate, co-mingle,
build synergies, etc., but we won't force it.

If the code unifies. But there may be some common pieces that unify,
perhaps in DB, and some that don't. Start with discussion within the
community, and see what shakes out.
