The stuff must be filed properly in source control, not attached to issue
trackers. The PMC Chair should have karma, and it isn't hard to get if one
is an ASF Member, either. :-)
AIUI only the ASF secretary has the authority to modify code grants, because
they are only valid when received at the ASF central office.
