ok. i'll prepare a patch for the process :)

since the incubator needs it in subversion (not JIRA) we should be
asking pmc's to approach their chair (or a member) to handle software
grants. if no one jumps in to correct me,  i'll prepare a patch for
the process.

i'm not sure i grok this. jim acknowledged receipt a while ago. why is
this modifying a code grant?

(i've been trying to follow the documented process - as much to try to
find and fix any holes as much as anything else - so it's been a
little slow...)

ATM the process specifies a positive VOTE from the pmc. this seems
like a waste of time (as noel hinted during that vote) since any
committer who objects could simply veto the commit of the code. IMHO
the IP clearance process would work best as a pure legal process with
the incubator overseeing the legal ticks.

opinions on removing the requirement for a positive pmc vote from the process?

BTW

1 opinions on the [REQUEST] prefix?
2 would some sort of stronger tie between the summary document and the
grant file be better?
