Well, that's I think the official rules of most projects. In practice
what I've seen happen usually is that when someone throws a -1 its for
a serious reason and the vote is simply aborted, the problem is fixed,
and a new release is made.
If I add the phrase "and no -1 votes" and somebody spots Roy's wording
in the archives, it'll create confusion. I think we need to pin down the
official rule for the incubator.
actually, http://www.apache.org/foundation/voting.html states "Releases
may not be vetoed." and it has good clarifying wording. --I'll add a
link to the voting page.
