How long ago did you do that? svn up used to work a week or so ago.
This was on March 26th. svn up should still work, it'll just take up to 4 hours before that data is synced over to ajax, the machine currently serving up the apache.org sites. If it's not getting synced over within 4 hours or so you should mention it to infrastructure@ and have someone look into it.
