I understand your concern, but we don't need to program communities. We need human judgment. We need to ask people to step up, be responsible, and do the right thing. The difference of opinion between you and Steven, for example, seems to be just a matter of how to address the situation where someone is doing something that they shouldn't be doing. Every committer should be considering the best interests of the project. If they feel that someone is acting in a way counter to the project's best interest, that is something to take up with the project's PMC. If the PMC doesn't address it, one could raise it to the Board.
