In particular you should look at the following documents:

  http://incubator.apache.org/incubation/Process_Description.html

  http://incubator.apache.org/incubation/Incubation_Policy.html

These decribe the process by which a project can be accepted into Apache
via the Incubator.  In particular what you need is a "Champion" which can
be an individual or small group of existing Apache members who are willing
to sponser your project through the incubator.  That is the first step.

The existing Incubator documents are better than ever before but we still
regularly get questions like this.  Perhaps we need a small FAQ or little
tutorial on how to go about proposing projects for Apache or becoming
better involved in the ASF in general.  Such information exists in varying
degrees of quality scattered throughout the ASF but I believe it makes
sense to provide a polished, simple guide here in the Incubator.

Of course, I'm willing to work on that.  Perhaps I'll start something in a
wiki somewhere and go from there?
