or little tutorial on how to go about proposing projects for Apache or becoming better involved in the ASF in general. Such information exists in varying degrees of quality scattered throughout the ASF but I believe it makes sense to provide a polished, simple guide here in the Incubator.

Of course, I'm willing to work on that. Perhaps I'll start something in a wiki somewhere and go from there?
Look on the right hand side navigation of the Apache main page, and work on what you find lacking.
