Hi,

I was just looking at the project page and how is it possible that the
incubator PMC can sponsor code coming into Apache. There are five
projects listed there:

AltRMI
FtpServer
Directory
Ruper
Geronimo

So what is the deal with these projects? They are destined to become
top-level projects? Even for code within Apache, which applies to the
first two, that would still seem odd. But even more odd is a project
that comes from outside Apache going directly to TLP certainly seems odd
to me even for something like Geronimo and Eve which have significant
codebases. Do these projects just have to pass the checklist or is there
a minimum time spent requirement?

For tool type codebases like JaxMe and XMLBeans it seems natural for an
umbrella PMC to pick them up but what's going on with Ruper? This is not
something that warrants a TLP so who's the sponsoring PMC and where is
the code going if incubation is successful?
