After getting positive feedback from this list about the idea of allowing incubated projects to publish binary releases as long as they clearly identified them as being part of an incubated project, I've written the following paragraph to be used on the web site and inside the README file (in addition to using "incubated" in the file name of the download):
"XMLBeans is an incubated subproject under the sponsorship of the Apache Software Foundation's (ASF) XML project. Incubation is required of all newly accepted projects until a further review indicates that the infrastructure, communications, and decision making process have stabilized in a manner consistent with other successful ASF projects. While incubation status is not necessarily a reflection of the completeness or stability of the code, it does indicate that the project has yet to be fully endorsed by the ASF."
