With thanks. Will take this approach. Was not sure if you all wanted the incubator to run by these rules given its slightly different focus for documentation.
One caveat - at some point the actual policy document is (I would assume) going to require a vote of the Incubator PMC.

The Apache rule is that documentation is always desired and always CTR. If folks disagree with the results, they can commit changes or call a vote if things get messy. Otherwise, assume silence == consent.
