no, we aren't.  it has been explicitly stated that any project
coming in to the asf from outside *must* come through the incubator.
it is only projects started *within* an existing tlp, solely by
tlp members, that need not.

and i believe the board will take a very, very dim view of any tlp
that tries to do an end-run around this by bringing in an outside
group of people and then subsequently importing their codebase.

no, i think not.  our current focus is correct and appropriate.
