I don't think it's that big a thing?  This is only
a set of instructions around "how this document is
changed".  It's not a general set of rules for
all policy in the ASF.  If such a thing exists,
then we would just point the Incubation document
to it.  However I don't believe such a thing
exists, and if we are trying to put a more formal
framework in place, then we need to make sure there
is a sound basis.

Unfortunately a lot of this stuff sounds really
scary and big and cumbersome.  But I think we 
can do it in a streamlined way that binds people
in the smallest amount possible, giving them
flexibility to do what they need.

Am definitely not proposing a general meta policy!
